Rotate in by a multiple of 90 degrees.

Use vips_similarity() to rotate by an arbitary angle. vips_rot45() is useful for rotating convolution masks by 45 degrees.

This method is not directly available to language bindings.

`out`	`VipsImage`
	Output image.
	The argument will be set by the function.
	The instance takes ownership of the data, and is responsible for freeing it.
`angle`	`VipsAngle`
	Rotation angle.
`...`
	`NULL`-terminated list of optional named arguments.

Returns:	`int`
	0 on success, -1 on error.
